Key findings
This annual report of the Ministry of Justice provides statistics and a short overview of crime and breakdown of the types of crime that occurred in the Estonia in 2016. Chapter 9 of the report provides a brief overview of hate crime incidents, described under the newly added type of crime classification “hate – religion, race, origin, hate – sexual orientation, hate – other” with crime motive described as racial/ethnic hate.
According to the report, there were at least 15 hate crimes registered in 2016, and did not include any incidents of hate speech. The victim’s actual or perceived race, religion or origin was the crime motive in 63% of the cases. On several instances victims were attacked due to their inability to speak in Estonian.
